Chief of Staff

​Dr. Berg is our chief of staff for both Dakota Regional Medical Center and the Griggs County Care Center. He oversees our medical staff while providing care for the residents of the nursing home. Always willing to face situations head on Dr. Berg continues to be an integral part of life here at Dakota Regional Medical Center
William McKinnon MD
Medical Director

Dr. William McKinnon Medical Director and Altru Health System Board member has been with Altru Health System for 33 years as an emergency medicine physician, medical director of the emergency department and ambulance service, first chair of the Department of Emergency Medicine, medical director of regional operations and development and most recently medical director of oncology, radiology, and pathology services.
Prior to Altru he spent 5 years in rural family medicine in the Chippewa falls, WI branch office of the Midelfort Clinic in Eau Claire, WI, now a full Mayo affiliate. During that time, he was medical director of a local long-term care facility and served on the local hospitals' medical executive committee.
His career in healthcare has been multifaceted from Army medical corpsman to emergency medical technician-ambulance (EMT-A), registered nurse (RN, BSN), physician assistant-certified (PA-C) and physician. He has previously been a member of the faculty of the UNO College of Nursing and the UNO Medical School Physician Assistant program prior to pursuing a career in medicine. He has been a member of the clinical faculty of the University of North Dakota School of Medicine and Health Sciences for over 30 years.
He continues to be involved with medical direction for several regional ambulance services and teaching advanced life support classes to include advanced cardiac life support (ACLS), pediatric advanced life support (PALS), advanced trauma life support (ATLS), and the American College of Surgeons Rural Trauma Team Development Course (RTTDC).
In 2009 Dr. Mckinnon was elected a Fellow of the American College of Emergency Physicians (FACEP). He was given the North Dakota Emergency Medical Services Association Founders Award in 1995, and the North Dakota Emergency Medical Services Association Ambulance Medical Director of the Year Award in 2020. Also, in 2020 he received the Outstanding Rural Health Professional Award from the Dakota Conference on Rural and Public Health.
Dr. McKinnon says he looks forward to continued involvement in rural/regional medical direction, advanced life support teaching and rural health care, and is honored and excited to serve as Medical Director at Dakota Regional Medical Center in Cooperstown.
Steven Barlow FNP-C
Steven Barlow, FNP-C has been a part of Dakota Regional Medical Center since 2015. He is a graduate of Brigham Young University in Provo, Utah. He recently started seeing patients in our Lakota satellite clinic as well as in Cooperstown. Steven is available to assist with a variety of ailments from acute coughs and colds, to chronic health conditions. Steven also provides care for our nursing home residents and has been an important part of the Care Center in the last few years.
Liza Ystaas FNP-C

Liza Ystaas, FNP-C became part of our team in 2022. She was born and raised in New Rockford, ND. She obtained her Bachelor's Degree in Nursing from University of Mary and worked as a Registered Nurse for 15 years before going back to school. She earned her Nurse Practitioner degree from University of North Dakota in 2020. With a deep interest in rural health care, she enjoys caring for people of all ages, whether it be acute coughs and colds or managing chronic conditions. She practices primarily at the DRMC Satellite Clinic located in New Rockford, and is in Cooperstown one day a week.
Kali Manz AGNP-C

Kali, AGNP-C joined the DRMC team in December 2022. She completed her Adult-Geriatric Nurse Practitioner degree in 2019 and is board certified by the American Association of Nurse Practitioners (AANP). She grew up in Hannaford and had a desire to return home to provide care to her community. She has considerable experience working with geriatric and nursing home patients and has an expertise in Alzheimer’s disease management, palliative care, chronic and complex health conditions, wounds, and ostomy care. Kali currently works full-time in the clinic and takes call for our emergency department and hospital. She also enjoys visiting the nursing home regularly throughout the week for routine visits on residents and for any acute needs.
Shadoe Daniels PA-C

Shadoe Daniels PA-C is a seasoned healthcare professional with over 16 years of experience.
His career began in Emergency Medical and Fire services before transitioning to an advanced provider position after his graduation from Marywood University’s Physician Assistant Program, Scranton Pennsylvania. Shadoe is one of Pennsylvania's first 35 pioneering Physician Assistants designated as PHPEs. This allows him to practice outside hospital settings on EMS units. Shadoe has since amassed diverse experience in Emergency Medicine, Hospitalist Medicine, Trauma Acute Care Surgery, and Critical Access Medicine.
During the COVID-19 pandemic, Shadoe exemplified his dedication to healthcare by serving as a frontline provider at Elmhurst Hospital in Queens NY and later in Texas, providing crucial care during the crisis. Since 2022, he has been practicing in rural North Dakota, leveraging his extensive expertise to benefit the local community.
Shadoe is not only a dedicated healthcare professional but also a die-hard Penn State fan. Outside of work, he cherishes time with his wife and three children, enjoying family moments and supporting his favorite team.
